To outline the criteria that determine whether or not a student
is eligible to receive dollars from the need-based and
non-need-based federal financial aid programs (e.g., the Federal
Work-Study Program)

In general, a student is eligible for federal aid if he or
she:
- is admitted as a degree-seeking student to a qualified
undergraduate, postbaccalaureate, graduate, or eligible certificate
program
- is a U.S. citizen or a national or other eligible
non-citizen
- is making satisfactory academic progress in a chosen course of
study
- is not in default on any federal loan
- does not owe a refund/repayment to any federal student
financial assistance program
- has a high-school diploma or a General Education Development
(GED) certificate, or passes a test approved by the U.S. Department
of Education
- has completed the documentation necessary to satisfy the
program requirements
- has an enrollment status that allows for financial aid
disbursement
- is registered for the Selective Service Administration, if
required by law
- has a valid social security number (except residents of the
Federated States of Micronesia, Republic of the Marshall Islands,
or the Republic of Palau)
- does not have property subject to a judgment lien for a debt
owed to the United States
and
- has not been convicted of any offense involving the sale or
possession of a controlled substance. (The loss and duration of
ineligibility depends on the number of convictions and the date of
the conviction[s].)

reviewed in 34 Code of Federal Regulations § 668.32.
All requirements are reviewed by Financial Aid and Scholarship Services prior to the awarding and/or disbursing of federal
assistance.
