SDA 603: Rules Interpretations

Purpose

To define the manner in which requests for interpretations of NCAA and Pac-12 legislation are submitted to and processed by the Compliance Office.

Coaches and staff members should seek an interpretation when an NCAA or Pac-12 rule cannot be clearly and unambiguously answered by the NCAA Manual or Pac-12 Handbook.

Process

  1. Interpretive requests may be made to any member of the Compliance Office at the level of Coordinator or above (i.e., interpretation requests should not be made to interns/externs, volunteers, or student workers).

  3. Requests may be submitted orally or in writing, but it is recommended they be made in writing, including a description of all potentially relevant facts and the questions at issue. Knowledge of another Division I member institution’s practice may be included in a request. If known, reference to the specific bylaw(s) in question should also be provided.
    1. When the issue can be resolved by a straightforward application of a rule or previous interpretation, an oral interpretation may be provided, with a written explanation to follow at the discretion of the Compliance Office or if requested.
    2. If deemed appropriate by the Compliance Office, a compliance staff member will seek interpretive assistance from the Pac-12 Conference and/or NCAA staff, either informally or through established interpretative request procedures. After receiving the conference or NCAA response, the staff will provide a written interpretation.

  5. The Chief Athletics Compliance Officer (or designee) may appeal any NCAA staff interpretation to the NCAA appellate body for rules interpretations. The decision regarding whether an appeal will be made is within the sole discretion of the Chief Athletics Compliance Officer.

  7. The Compliance Office’s rule interpretation, or the decision on appeal if appeal is sought, is final.
  8.  
  9. If the Compliance Office feels other staff members may benefit from the interpretation, it may be disseminated to those staff members.
