UNCEL Charter

BACKGROUND

ASU's computing environment is distributed according to certain economies of scale: Network infrastructure and other widely needed services are provided and supported centrally, while more specialized and localized applications and services are provided and supported within units, closer to the end users.

Academic and administrative units have both individual and collective responsibilities in this environment. Units are individually responsible for their local computing environment, and collectively responsible for the integrity and security of the University's shared network infrastructure, including the University data network and the Internet.

This interdependence raises the need for communication along several channels:

  • from IT to other units, regarding infrastructure changes and project plans
  • from units to IT, to raise issues and concern from the field and inform IT policy and planning
  • among units, promoting efficient use of resources through the sharing of information and expertise
  • to end users, raising security awareness and assisting with technology policy implementation

To meet these needs, the University Network-Connected Equipment Liaisons committee (UNCEL) was formed in ASU's Distributed Network Management Policy, drafted in 1995 and signed by ASU's Executive Vice President and Provost on October 10, 1995.
