To outline the requirements for the hiring of nonimmigrant international students
8 Code of Federal Regulations § 214
Nonimmigrant international students must submit an employment clearance letter from the International Student Office (ISO) at the Tempe campus before starting on-campus employment if they:

Students with a visa classification of J1 attending ASU under an academic exchange program must submit an employment clearance letter from the Center for Global Education Services (CGES) at the Tempe campus.
Students with a visa classification of F1 attending ASU to study English must provide an employment clearance letter from the American English and Culture Program (AECP).
Students with a visa classification other than “F” or “J” need to have permission to work from the appropriate Human Resources Office for that campus.
The employment clearance letter must state that the student is eligible for on-campus employment and its limitations.
