PCS 301: Equipment Control Requirements at Subcontractor Facilities

To properly control university- and sponsor-titled equipment at subcontractor facilities

Policy

[horizontal rule]

University subcontractors who control or possess university-, government-, or sponsor-owned equipment must adequately care for and maintain this equipment and ensure that it is used as authorized by the contract or grant.


Contract Clauses

Appropriate provisions of prime contract clauses are included in subcontracts involving university- or sponsor-owned equipment. Before acquiring sponsored equipment, subcontractor property control systems should be vetted by KED through the subrecipient commitment form to confirm that subcontractors' systems and practices are compliant per Federal requirements.

Subcontractors are annually required to report their sponsor owned equipment to Capital Asset Management (CAM) for federal reporting. Additional reports may be required as requested by the sponsor.


Disposition of Property

Surplus property at subcontractor facilities is disposed of in accordance with the ASU policy and sponsor requirements
