Requests for university funding of capital projects are considered through a formal capital project request process. During the process, cost estimates are prepared for capital project requests, and the requests are prioritized. All capital projects with estimates $5 million or greater are returned to the responsible vice provost or vice president for Capital Development Plan consideration.

The provost of the university initiates the capital project request process in an announcement that outlines the procedures for the current fiscal year. Procedures and schedules vary from year to year.

The vice provosts and the vice presidents establish a capital project request process for their areas of responsibility in response to the guidelines. The vice provosts and the vice presidents review and approve capital project requests before requesting a preliminary cost estimate from the Capital Programs Management Group (CPMG). The CPMG and the Department of Facilities Management estimate the costs for all the capital project requests. The provost of the university approves capital project funding.

The Capital Project Request for Estimate form is used to describe and justify capital project requests. It is the basis for CPMG estimates, funding recommendations, and approvals.
