The crowd was full of dignitaries including Phoenix City Council Member Michael Johnson (front row, third from right), Maricopa County Supervisor Mary Rose Wilcox (front row, second from right) and her husband, Earl Wilcox. Members of the Arizona Legislature, Phoenix City Council and other governmental groups took part in the celebration as well.
