HAZARD COMMUNICATION

Introduction

Employers are required to identify hazardous materials. Additionally, employers retain and make available information to employees and their legal representatives relevant to health and safety issues associated with the use or storage of materials. Employees in areas where hazardous materials are used or stored must receive training and information to understand the potential hazards, first aid procedures, and where to obtain health information. Hazardous materials are identified as those materials that have demonstrated physical or chemical properties that may be injurious to human health.

NOTE: Laboratories, research, educational and analytical facilities are required to follow the Laboratory Safety Standard (Chemical Hygiene Plan), for more details consult the ASU Chemical Hygiene Program Fact Sheet or contact EH&S, 965-1823.

Summary of Requirements

 

  • Hazardous materials must be inventoried and compiled into a Chemical Inventory (CI) and be available in each department for reference.
  • CI must be made available to appropriate emergency response personnel.
  • Material Safety Data Sheets (MSDS's) must be obtained or developed for all hazardous materials. MSDS's must be made available to employees working with hazardous materials upon request or within a reasonable time.
  • Container contents must be labeled at all times with chemical name and hazard warnings.
  • Container labels must not be defaced unless empty.
  • Pertinent warning labels must be placed on containers of hazardous materials unless used during a single shift.
  • Employees working with or near hazardous materials must receive training.
  • A written Hazard Communication Program must be developed.
  • Existing MSDS's must be updated, when available, new chemicals must be received with an MSDS. Product Data Sheets are not an acceptable replacement for MSDS's.

Training

All employees working with or near hazardous materials must receive training prior to their initial assignment. Training must include:

  • Requirements of OSHA's Hazard Communication Standard
  • The physical and health hazards of chemicals used in their workplace
  • Methods and observations that may be used to detect the presence or release of a hazardous chemical in the workplace
  • How to adequately protect themselves to minimize their exposure
  • Location of the chemical inventory and MSDS binder in the workplace
  • Details of ASU's HCP, including an explanation of the labeling system and the MSDS and how employees can obtain and use the appropriate hazard information
  • Location and availability of the written HCP

Additional training is required when new hazards are introduced, procedure/equipment changes, or new or additional information becomes available.

Reporting

Notify the ASU Police Department immediately; call 911 in the event of any incident resulting in the minor or serious injury of any person related to hazardous chemicals.

Notify ASU EH&S 965-1823 immediately afterward for follow-up and incident reporting.

Recordkeeping

  • CIs must be maintained and kept current;
  • Training records must be maintained;
  • Exposure monitoring records must be maintained;
  • CIs must be forwarded annually to the ASU EH&S Department;
  • Departments must identify those individuals with Hazard Communication responsibilities as identified in ASU Hazardous Communication Program to ASU EH&S Department.
