Promotion and Tenure Task Force II

Even though we are still in the stages of final approval of changes to promotion and tenure policies and procedures stemming from recommendations of a Promotion and Tenure Task Force that completed its work in the Spring, 2001, semester, a second task force has been appointed to explore further changes to promotion and tenure resulting from issues raised by President Crow.

The initial charge to the Task Force, reported below, has changed somewhat as the Task Force has begun its initial foray into the thicket. However, the theme of the charge remains intact and it is presented below, followed by the composition of the Task Force membership.

Charge to the All-University Promotion & Tenure Task Force
January, 2003

ASU’s most valuable asset is its faculty. Building the strongest possible faculty who are capable of moving the agenda of the new American research university forward is crucial to ASU’s development. Each tenure decision, for example, is a multi-million dollar investment in ASU’s future. It is therefore appropriate, at this juncture, to examine our P&T procedures with an eye towards improving the decision making process.

President Crow intends to set an example by personally reviewing every tenure and promotion case that comes forward. The overall purpose of this Task Force is to review ASU Promotion and Tenure guidelines and procedures and make recommendations about other needed changes to improve P&T decision making. The specific charge to this Task Force is as follows:
1. identify, evaluate, and recommend specific ways in which ASU can enhance its Promotion & Tenure process, beginning with examining the recommendations made by President Crow. A major recommendation from the president was to bring additional disciplinary expertise to bear at the penultimate decision point, namely, the university-level P&T review.
2. review and recommend ways in which ASU can create an all-university P&T process, at the same time recognizing the unique needs and circumstances of the different campuses. These recommendations should include attention to differences between the current ACD manuals (i.e., ACD and ACDW) and how these might be brought into alignment.

We encourage the Task Force to be both thorough and creative in the approach to these tasks. For example, the task force might review the P&T processes of our aspirational peers, selecting elements for inclusion in the ASU process that would strengthen our decision making. Input from faculty and administrators across all campuses of the university is vital, as is eliciting feedback from faculty prior to issuing final recommendations. Finally, the Task Force should make specific suggestions for necessary ACD changes wherever possible.
