PS (Interviewer): But Mo Udall was in Congress back then.

SG (S. Goddard): Mo was in Congress very much so. And, uh, he had a lot to do with the Central Arizona Project beginning. And Stu did too.

PS (Interviewer): Tell me about that.

SG (S. Goddard): Well (laughs), uh, the President - we had a Western Governors' Council and the President called us back to Washington and sent his airplane up to get us. And all the Western Governors found themselves in the President's bedroom in his airplane. And, uh, some of them called back to their states on his private telephone. Not the red one, but a, a regular telephone and, uh, then the got to talking about water. And we finally agreed that we should get a replacement for, uh, the river that runs across the state which is virtually dry most of the time, now. And that, that would be one of the reasons why would get extra water from the Colorado. And, uh, they started, we had in there the governor of New Mexico, uh, governor of Nevada and, uh, Pat, the governor of California. In other words, all the states going around.
