SPP 404–01: Assignment to Special Duty

SPP 002: Definitions

Special duty is the assignment, without observing established hiring and recruiting procedures, of a classified, service professional, or administrative employee to another open position for a period of 30 days to a maximum of one year. During a special duty assignment, the employee may assume the title of the job of the special duty assignment, but they will not change employment categories.

The department will need to consult with Human Resources to determine the effective date and amount of the salary adjustment for the special duty assignment. An employee will be compensated for special duty based on an analysis of:

  1. the market-based, assigned pay range of the special duty job, if appropriate; and
  2. the degree to which the duties and responsibilities of the special duty job are assumed.

Assignment to a Different Pay Range
If an employee’s special duty assignment is for a position that is in a higher pay range, then the employee must assume the majority of duties and responsibilities of a special duty job and meet the job’s minimum qualifications in a higher assigned market grade range to qualify for an increase in salary within the pay range established for the special duty job. Normally the special duty salary will be between the minimum and midpoint of the higher assigned pay range.

If a lesser portion of the duties and responsibilities are assumed and/or the employee does not meet the job’s minimum qualifications, the employee’s salary will be increased to reflect a temporary salary adjustment. The adjusted salary is not required to be within the higher assigned pay range.

An employee who is assigned to a special duty job in a lower pay range will retain his or her current salary.

Salary Increases
An employee is eligible to receive any performance and/or other salary increases granted while on assignment to special duty. The salary adjustments will be based on the employee’s regular classification.

Compensation after Special Duty Assignment
The employee must return to his or her regular salary rate, including any performance and/or other salary increases, when the special duty assignment has been completed.
