How does a recipient acquire hours? Are hours solicited?
The supervisor may inform the unit, department or the university community to obtain donated vacation leave hours at the request of the employee. All donations are requested through the Request for a Donation of Compassionate Transfer of Leave form. Individual employees are not directly solicited.
What does an employee and/or the supervisor do to initiate Compassionate Leave?
Complete the Compassionate Transfer Request Memo and the Request for a Donation of Compassionate Transfer of Leave. Further information is available on the forms.
How can I donate leave hours?
Your donation must be voluntary and you must retain a balance of 80 vacation hours in your account to be able to donate hours. If this criteria is met, complete the Authorization to Donate Compassionate Transfer of Leave form.
Why does the recipient have to apply to receive Compassionate Leave?
Approval is according to the eligibility criteria established in SPP 702-04 as well as the availability of funds with the recipient's department.
How are donated leave hours calculated? Is it a direct contribution?
It is not a "direct" or "hour for hour" contribution. Compassionate Transfer of Leave hours are calculated by determining the dollar value of the number of vacation hours donated. The donating employee's hours are then decreased by those donated. Then the recipient's accrued sick leave balance is increased in relation to the dollar amount.
Does the recipient use Compassionate Leave in place of short-term or long-term disability or FMLA?

Is there a minimum or maximum that an employee may donate or receive?
As long as the donor retains a minimum balance of 80 hours of vacation leave after the transfer there is no limit other than the recipient department's funding ability.
