Promotion is a change in current position resulting in a movement into a higher category that represents a major change in role and responsibility. See SPP 402-05 Promotion (Competitive and Noncompetitive) for the policy.

For a promotion or title change, the position number can be modified, if the same position number will be used (Modify an Existing Position) or a new position number can be created (Create a New Position from Scratch) or cloned (Create Position by Cloning an Existing Position).
