From the Executive Director....

In April, I attended the HACU National Issues Forum in Washinton, DC. At the meeting, representatives of the W.K. Kellogg Foundation announced the long-awaited Hispanic education and youth initiative called Enlace. It is a 4-year, $28 million dollar project that is primarily targeted to increase the access and success of Hispanic students into college and beyond. As its name states, Enlace is to be a collaborative effort by K-12, community colleges, universities, community based organizations and business partners. I am pleased to say that HBLI helped in the formative stages in many ways, the latest in compiling a directory of foundations in nine states. The directory will be used to encourage grant makers and grantees to leverage additional resources.

The HBLI Coordinating Council will be completing the selection of seven doctoral fellows for UC Riverside study by the end of May. These seven, added to the UTPA seven (see back page), will bring the total number of HBLI doctoral fellows to thirty-two (32).

The headquarters staff is beginning the organization of the first legislative seminar. Legislators from Arizona, Colorado, California, New Mexico and Texas, along with school board members, will convene in San Francisco, July 15-16, to examine and discuss current and relevant educational policies regarding affirmative action, bilingual education, K-12 teacher preparation, etc.

In closing, the HBLI familia congratulates Coordinating Council member Dr. Raul Cárdenas on his appointment as Acting Chancellor of the Maricopa County Community College District (MCCCD) for July 1, 1999 to June 30, 2000.

NEWS AT ASU

Carlos Nevarez, 1st cohort fellow, was awarded a fellowship to the 1999 Summer Institute on the Databases of the National Science Foundation. The Institute will be held June 20-25 at Marymount University in Arlington, Virginia.The award is part of The Association for Institutional Research's Improving Institutional Research in Postsecondary Educational Institutions Grant Program.

Sylvia Peregrino, 2nd cohort fellow, attended the AAHE (American Association of Higher Education) conference this March in Washington, D.C. She received a conference fellowship from the Hispanic Caucus of AAHE.

HBLI Program Coordinator and ASU Professor Dr. Howard Simmons was appointed by Arizona Governor Jane Hull to the Board of Behavioral Health Examiners.

Dr. Alicia Paredes Scribner, Ph.D., associate professor and program director of School Psychology at Southwest Texas State University, will conclude the ASU Spring Platica series on April 30. Her presentation is entitled, "Lessons Learned from High-Performing Hispanic Schools: Creating Learning Communities."

NEWS AT NMSU

Dolores Gross Delgado, Rachel Ortiz, Mariela Rodríguez and Ed Arellano, NMSU second cohort, are all involved in a project with Dr. Keith McNeil, NMSU College of Education professor, that involves evaluating the Las Cruces Independent School District K-12 Bilingual Programs.

Welcome to Marie "Candy" Aguirre, new HBLI administrative secretary at NMSU.

The NMSU 1st cohort fellows, Bonavita Quinto, Miriam and Fernando Quiz, JanelleTaylor-García, Luis Quiñones and Michelle Valverde, all presented the Hispanic Leadership Project with Dr. Abe Armendáriz, NMSU EMD Professor at the Bilingual Education State Conference held in Las Cruces, NM.

Mariela Rodríguez and Rachel Ortiz, NMSU second cohort, traveled to Montreal, Canada to attend and present at the AERA annual conference April 19-23.

Maria "Cuca" Robledo Montecel, Ph.D., Executive Director of IDRA, was the NMSU Distinguished Scholars Platica speaker on April 9. Her topic was "The School Voucher Movement and Its Impact on Minority Students."
