Bio

Michael Totherow is the Chief Information Officer for the Arizona Secretary of State’s Office. Mr. Totherow oversees implementation of technology in an office known nationwide for its forward thinking and aggressive use of the internet. The Office of the Secretary of State is responsible for business filings such as uniform commercial codes and partnerships; election results and information, lobbyist and campaign finance disclosures; as well as notary commissions and publication of the Administrative Code and Register. This entails the developing of policies, procedures and applications for publishing, interfacing and integrating the business processes with the internet environment. His efforts are key to the Secretary’s objective to push all content to the Web, including online registration of telemarketers, voter registration and real-time reporting of election results. Mr. Totherow is also accountable for developing policies and procedures for electronic signatures for the state of Arizona and he co-chairs the Digital Government Working Group, which focuses on the issues surrounding state government’s interaction on the internet.
