Code Enforcement Strategies

Summary of Main Points:
- The Code reflects standards of conduct endorsed by the institution and the community.
- Continuing & comprehensive community education about the Code is essential.
- Enforcement is a tool for community education and should be delivered accordingly.As an educational effort, enforcement should be actively supported by the community and the institution. Specifically, the community should encourage enforcement by accepting the provisions of the Code as a means to enhance the campus environment, by supporting efforts to implement enforcement strategies and by participating in on-going dialogue related to management of transit issues. Likewise, the institution should encourage enforcement by promoting the organizational procedures established by the Code to address problem behaviors and their consequences.
- Deployment will vary, depending on ne ed & availability of resources. Three basic approaches to the deployment of enforcement officers were endorsed: During the course of routine patrol, in response to special needs and patrol dedicated to the malls. In addition to furthering the mission of the proposed Code, deployment will contribute to our efforts with crime prevention and community based policing.
- Because there are many factors that influence officer discretion, it is difficult to provide detailed guidance to enforcement officers regarding how they should address specific situations. It is important to acknowledge that individual decisions by enforcement officers will vary; the community & institution should account for this when assessing the effectiveness of enforcement. Enforcement officers should feel free to exercise their professional discretion with the knowledge they have the support and trust of both the community and the institution.
