The Coalition for Mall Safety

The Coalition for Mall Safety (CMS) is a group of organizations & individuals from the campus & local communities whose common interests in pedestrian & non-pedestrian traffic have inspired a collective effort to enhance the quality of life for everyone as they travel to, through & on the four campuses of Arizona State University.

Membership in the CMS requires only a sincere desire to address campus & local traffic safety in a meaningful way. Members of the CMS are equal partners in the community dialogue related to campus traffic issues. Members work to build a consensus regarding the safe use of campus thoroughfares in order to collectively promote specific measures that will encourage safe travel practices, positive expectations throughout the community and enhancements to infrastructure where appropriate and feasible.

The CMS is founded upon at least 5 principles:

  • The community is responsible for the nature of campus traffic because the community, by its actions or inaction, defines what modes & styles of traffic are actively encouraged, passively condoned, reluctantly tolerated or strictly prohibited,
  • The primary factors that influence campus traffic are the perceptions, expectations & subsequent behaviors of the people in the community,
  • The safety of pedestrians & ready access for emergency vehicles are paramount,
  • Other desirable, necessary and safe modes of transit may be accommodated accordingly and,
  • The best use of campus thoroughfares varies with changing conditions.

To date, the CMS has been encouraged to pursue its mission by the ASU Senior Management, the Academic Senate, the Classified Staff Council, the College of Liberal Arts & Sciences Senate, the Campus Environment Team and the Associated Students of ASU.

In February 1998, the CMS was accepted as part of governance at ASU. As a standing subcommittee of the Public Safety Advisory Committee (PSAC), the CMS is served by the specialized resources available through the PSAC. The CMS Representative is a Voting Member of the PSAC. Through the PSAC, the CMS may make recommendations to the Vice Provost for Administrative Services, the senior executive to whom the PSAC reports.
