Constitution of the University College Council At
Arizona State University
Preamble
We, the University College Council (UCC), recognize the need to enhance communication and promote coordination between faculty, staff, advisors, alumni and student body of the University College at Arizona State University. We acknowledge the necessity to develop a unified, comprehensive representation of such association. The efforts of the University College Council shall be directed toward the improvement of service to those in the University College. To realize this vision, we dedicate this Council to promote and advance University College and all its associations through a single, collective voice.
Article I: Name
The name of this council shall be the University College Council (UCC).
Article II: Purpose
The purpose of the UCC is to by:
A. Be a unifying presence in the University College
B. Provide opportunities for University College students to interact, in social and education forums, with each other and with the ASU community as a whole
C. Coordinate and assist clubs and organizations affiliated with the Council
D. Facilitate the University College’s role as an integral and involved part of Arizona State University
E. Address and facilitate issues of growth and change within the University College
Article III: Membership
Section 1. The UCC shall consist of all members of the University College in good standing.
Section 2. Clubs and organizations must be recognized by the Student Organization Resource Center (SORC) and affiliated with the council as described in ASASU bylaws, Title VI, Article 1, 1.4 to be a part of the UCC. Each of the clubs and organizations shall be represented by one group representative of that club or organization’s choosing.
Section 3. There shall be three Senators from the UCC to the ASASU Senate in accordance with the ASASU Constitution, Article VI, Section 2, Subsection A.
Section 4. Each member of the UCC shall possess one vote.
Article IV: The Executive Council
Section 1. The Executive Officers of the UCC shall be the President, Vice President of BIS, Vice President of Exploratory, Treasurer, Secretary, and three Senators.
Section 2. The Executive Officers shall take office beginning at noon on the Monday following the May graduation ceremony and shall serve for one year.
Section 3.
A. In the event that any Officer’s seat shall become vacant, the Council President shall appoint an interim member, in good standing, to fill the vacancy until the position can be filled through the election process.
B. In the event that the Council President becomes incapacitated or the seat becomes vacated, the Vice President shall assume the seat of the President.
Section 4. No one person may hold more than one executive position.
Section 5. Membership of the Executive Council must be limited to a student who will be in the University College for the duration of their term.
Article V: The Duties of Executive Council
Section 1. Common duties of the Executive Officers:
A. To attend each meeting, accumulating no more than two unexcused absences per semester.
B. To plan and coordinate meeting times, places, and agendas with the UCC Executives.
C. Promoting and encouraging attendance at all UCC events.
D. To appoint interim Officers.
Section 2. Specific Duties of the President
A. To chair each UCC meeting in accordance with the Constitution and Robert’s Rules of Order.
B. To represent the UCC in the College Council Assembly.
C. To represent the UCC before the Administration and bodies affecting the UCC, or to appoint such a representative.
Section 3. Specific Duties of the Vice President of BIS
A. To assist the President with his/her duties.
B. To chair each meeting in the absence of the President.
C. To represent, and deal with issues related to, BIS students.
D. To assist other Executive Council Members in their specific duties.
Section 4. Specific Duties of the Vice President of Exploratory
A. To assist the President with his/her duties.
B. To represent, and deal with issues related to, Exploratory students.
C. To assist other Executive Council Members in their specific duties.
Section 5. Specific Duties of the Treasurer
A. To keep records of council expenditures.
B. To submit bi-annual budget requests to USG for the following fiscal semester, as required in the USG Bylaws, Title VI, Article 2, 2.1.
C. To keep the President and the UCC informed of the UCC’s financial situation with bi-monthly accounting reports.
Section 6. Specific Duties of the Secretary
A. To keep the minutes of the meetings.
B. To take roll and keep a record of the roll for the purposes of membership records.
C. To keep time for all of those that have the floor and notes the times in the minutes.
D. To coordinate with the Webmaster and Public Relations Coordinator regarding information relating to past meetings and attendance.
E. Maintain databases as deemed appropriate to the operation of the UCC.
F. Establish and maintain UCC up to date contact information.
Section 7. Specific Duties of the Senators
A. Mandatory attendance at all Senate and UCC meetings.
B. Representing the interest of UCC in the USG Senate.
C. Presenting a full report of Senate activity at each regular UCC meetings.
Article VI: Other Officers and Duties
Section 1. Public Relations Coordinator
A. To be responsible for all UCC publicity.
B. To post meeting locations and times over the appropriate mediums.
C. To assist the Council in representing the UCC.
Section 2. Club Liaison
A. Promoting communication between clubs affiliated with the UCC
B. Actively pursuing clubs to affiliate with UCC
C. Maintaining a current list of all campus clubs and organizations directly affiliated with the College of Liberal Arts and Sciences.
D. Consulting with other members of the Executive Council on matters involving clubs.
Section 3. Alumni Liaison
A. Attending alumni functions and representing the UCC at these functions.
B. Reporting to the UCC regarding information pertinent to the Council from alumni events.
C. Creating and promoting harmonious alumni/UCC relationships.
D. Consulting with other members of the Executive Council on matters involving alumni
Section 4. Webmaster
A. Update the UCC Web Page with appropriate information that is asked to be put on the webpage by any officer of the UCC.
Article VI: Elections
Section 1. Procedures
A. Elections for all officers shall be held in the same time frame as the USG elections. Elections for all other executive positions shall be held within the first two weeks of the start of the fall semester.
B. The president, vice president and academic advisor of UCC shall facilitate the elections
C. If there is a tie, there shall be a run-off election with the same format as the regular election.
D. Any positions not filled in the regular election will be appointed in the Fall by the Executive Officers.
Section 2. Requirements for Candidacy
A. To serve on the Council, a student must be registered for at least six semester hours of academic credit in the current semester at the University and be in good standing.
B. To remain in good standing with the Council, members are expected to attend meetings regularly.
C. To be a candidate elect for President, the student must have been involved in the previous year’s UCC.
D. Candidates must submit a written request for candidacy to the academic advisor of UCC, three weeks before elections.
Section 3. Any member of the University College may vote in elections for UCC Executive Council Elections
Article VII: Recall of Executive Officers
Section 1. To initiate a recall, a petition signed by at least one quarter of the active UCC members must be presented to the Vice President, or incase of the Vice President, to the Secretary.
Section 2. The Vice President must notify the Executive Officers as soon as possible once the petition has been received.
Section 3. The recall petition shall be read at the next meeting.
Section 4. In the following meeting, the petition shall go to vote. This meeting must be advertised including the information that the petition will go to vote.
Section 5. A two-thirds majority of the members present at the meeting must be obtained for the recall to pass.
Section 6. The recall goes into effect and creates a vacancy upon conclusion of the decision to recall. The vacancy will then be filled with an election in accordance with Article VI.
Article VIII: Meetings
Section 1. There shall be at least two scheduled UCC meetings per month, in accordance with the University calendar.
Section 2. The President may call emergency meetings, in which case the Public Relations Coordinator shall be responsible for notifying members.
Section 3. The official source of parliamentary procedure for the Council will revert to the latest edition of Robert’s Rules of Order.
Article IX: Committees
Section 1. Committees shall be formed and disbanded by the UCC as needs arise and are met.
Section 2. Committee Chairpersons shall be chosen by the UCC at the time of the formation of each committee.
Article X: Amendments
Section 1. To initiate amendment proceedings, a bill to amend must be submitted in writing to the Executive Council at least 5 days before the next UCC meeting.
Section 2. At the next meeting, the bill shall be read and discussed.
Section 3. At the subsequent meeting, the bill shall be taken to vote.
Section 4. A two-thirds majority is necessary to pass a bill to amend.
Article XI: Bylaws
Section 1. Bylaws can be established as long as they are not in conflict with the UCC Constitution, USG Constitution and Bylaws.
Section 2.
Bylaws shall be introduced and taken to vote in the same manner as amendments to the UCC Constitution.
Section 3.
A simple majority is required to enact the proposal to amend the bylaws.
Article XII: Enactment
Section 1. This Constitution shall have full force and effect following the passage of three-fourths majority vote of the UCC and by approval of the Dean of the University College.
Article XIII: Constitutional Precedence
Section 1. The provisions of this Constitution and the Constitution and Bylaws of USG shall take precedence over all provisions and are hereby incorporated by reference.
