CONSTITUTION OF THE SRI LANKA STUDENT ASSOCIATION

OF

ARIZONA STATE UNIVERSITY


PREAMBLE

We, the Sri Lanka Students Association of Arizona State University, in order to develop an awareness of Sri Lanka among ASU students and the local community; to unite students of Sri Lankan origin; to establish connections with other Sri Lankan organizations; to create an environment for orientation and support for new students in accordance with the standards of the University, do affirm and establish this Constitution of the Sri Lanka Student Association of Arizona State University.

Article I - Name

Section 1 The name of the Association shall be the "Sri Lankan Student Association of Arizona State University", hereafter referred to as "SLSA".


Article II - Membership

Section 1 All registered students of Arizona State University Main enrolled in one or more semester hours, in academic and conduct good standing and only such persons, shall be members of the Association. However, a student on academic probation may not hold office but may continue as a member. As members they shall be entitled to vote in accordance of Article V, to hold office in the Association if qualifications for candidacy are met, and to exercise the various rights and privileges of membership. All members must abide by the constitution and the bylaws.


Article III - Officers

Section 1 The officers of this organization shall consist of President, Vice President, Secretary, Treasurer, IT Coordinator, Public Affairs Coordinator, and Events Coordinator.

Section 2 The duties of the Executive Committee is as follows:

President: Call monthly meetings and has the authority to call meetings as necessary, Ratification of all new amendments and bylaws has to be approved by signature including veto powers, Continues corresponding with the advisor, and cosigning checks.

Vice President: Assist the President, Commencing all club related events and overseeing all executive committee actions.

Secretary: Keep minutes of meetings, do all administrative and miscellaneous activities, keep records of members.

Treasurer: Handle all financial activities, keeping track of all club accounts, and co cosigning checks. All money would be deposited in the bank, and provide balance sheets at meetings.

IT Coordinator: In charge of the website, listserv, database management and providing technical support as needed.

Public Affairs Coordinator: Recruiting new members, advertising and other promotional activities as necessary.

Events Coordinator: Organize, over see all activities and relegating duties.


Section 3 All terms of office shall be for a period of one semester.

Section 4 Officers may be removed upon failure to maintain Academic and/or Conduct good standing or failing to be registered as a Student at ASU with one credit hour or more. Officers may also be removed upon failure to participate at two or more monthly meetings per semester unless with a valid excuse. Officers also can be removed due to negligence and for improprieties committed while on club duties, in such cases impeachment hearing will be held and enforced with two-thirds majority of all the members.


Article V - Elections

Section 1 Election of officers shall be held in the December and May prior to each semester in which the officer takes up office. Elections will be conducted by, secret ballot. The officers who presided in a particular office in a particular semester can also be re-elected in any subsequent semester but cannot exceed more than one academic year. Nominees for any post have to be seconded by a good standing member of the executive committee.

Article VI - Meetings

Section 1 Regular meetings of this organization shall be held at least once a month during the academic year at a publicly announced time and place. President and/or Vice President may call special sessions. Special meeting shall also be called by combining any three of the executive committee members.

Section 2 Robert's Rules of Order, latest edition, will be the parliamentary resource. When Robert's Rules of Order and the Bylaw’s conflict, the Bylaws take precedence.

Section 3 A quorum is necessary for the executive committee to conduct business, where two-thirds (2/3) of all the officials make up a quorum.


Article VII - Advisors

Section 1 There shall be (1, 2, or more) faculty/staff advisors who shall be members ex officio with no voting privileges.


Section 2 The advisor must be a full time faculty member at ASU.

Section 3 Duties of the Advisor(s): To oversee the activities of the club and ensure that all procedures are followed in a university sanctioned manner. The advisor must also be available to consult with the student organization.


Article VIII – Bylaws

Section 1 Bylaws would be established to include rules and duties of the executive committee and the membership. Proposals to amend or create new Bylaws may be originated by any member. A majority of the voting members shall decide on the enactment of new Bylaws and amendments to the Bylaws.


Article VIII - Amendment

Section 1 Proposals to amend the constitution may be originated by any member. The constitution may be amended by a vote of three-fourths (3/4) of all the members present at the meeting. Voting would be held at a special meeting called 2 weeks in advance with seven-tens (7/10) of all members present.
