Policy
Trainee assignments for certain vacancies may be established
subject to the following:
- Trainees will be hired consistent with SPP 201–01,
“Recruitment/Employment.” Administrative officials
should contact Human Resources (HR) or the Office of Diversity for assistance.
- Trainees may be hired at a salary below the market grade
minimum of the salary range of a job for which training is being
conducted, but not less than the federal minimum wage. HR will
provide advice to administrative officials about
hiring rates and salary adjustments during and upon completion of
the training period.
- Trainee positions will not exceed 12 months, except for formal
apprenticeships. Trainees will be evaluated no less than once per
quarter during their training period. If the performance meets job
requirements, the trainee will be advanced in pay at a
predetermined salary.
- Upon successful completion of the training period, the
trainee’s salary rate will be advanced at least to the market
grade minimum of the classification.
- Upon sucessful completion of training, the employee will assume
assigned duties of the position trained for and will begin the
six-month probationary period outlined in SPP
303, “Probationary Period.”
All trainee assignments will be made in writing and will outline
the position for which the person is training; the length of the
probationary period, which may be the same as the training period;
the beginning salary as a trainee; evaluation periods; criteria for
salary increases; the termination process if the trainee is not
performing satisfactorily; and other specifics of the
assignment.
Before submitting a staff request to HR, an adminstrative
official should indicate that the vacancy is for a trainee position
so that recruiting efforts will reflect this.
