The university does not oppose labor organization membership of employees. Such membership is an employee’s right and in no way affects the employment relationship.

The university as a public employer does not have legal authority to recognize a labor organization as the employee’s agent for purposes of collective bargaining. In addition, neither the Arizona Board of Regents nor the university shall engage in “meet and confer” activities.
