Representatives of Sponsoring Agencies Requesting Access to Sponsored Files

The representative of the sponsoring agency requests access to the Office for Research and Sponsored Projects Administration’s (ORSPA’s) files on a program sponsored by the agency.

ORSPA grants access to the files maintained on the sponsoring agency’s program.

Others Requesting Access to Sponsored Files

The individual requesting access to a sponsored project file submits to the Office of General Counsel a written request, including a statement describing what information is desired and why.

The Office of General Counsel:

  1. reviews the program file for sponsor restrictions and excludes restricted materials
  2. notifies the principal investigator in writing that access to the file has been requested
  3. attempts to obtain confirmation that the principal investigator has received notification

    and

  4. provides two working days (or other reasonable time period based on circumstances) for the principal investigator to respond.

Within two working days or other reasonable time period, the principal investigator should notify the Office of General Counsel of any materials that should be excluded from access, and requests approval of exclusion(s).

The Office of General Counsel notifies the Office for Research and Sponsored Projects Administration (ORSPA) of the request and of any exclusions.

ORSPA excludes any materials restricted from access by the principal investigator (as approved by the Office of General Counsel) and the sponsor, and makes the file available to the individual who requested access.

Note: The file will be reviewed in and will not be removed from ORSPA. Copies may be provided if requestor pays reasonable costs for copying as determined by ORSPA in consultation with the Office of General Counsel.
