Policy
The easements and rights-of-way policy is an Arizona Board of
Regents’ policy. It is maintained outside of the ASU system
of administrative manuals.

- Submit easement or right-of-way request to Capital Planning
Services, Engineering Services, or University Real Estate
Development Office (URED) for processing, using the requisite
form.

| University Real Estate Development Office (URED) |
- Review the easement request for compliance with the policy
above. Correct any deficiencies.
- Prepare an environmental and economic impact assessment and
review easement in light of future development (the impact
statement) in conjunction with Capital Planning Services,
Engineering Services, and the Office of the University
Architect.
- Review the legal description for accuracy and attach draft
conditions of approval, if appropriate.
- Submit draft document, legal description, and impact statement
to the Office of General Counsel for review of the easement
form.

- Review and approve the easement document as to form, including
appropriate conditions as may be applicable.
- Prepare the final document and return to
URED.

- Submit easement, legal description, and impact statement to the
executive vice president and chief finance officer for
signature.

- Approve/disapprove the conditions of the easement
request.
|

If disapproved: |
|
- Return the easement request to URED.

- Notify the requestor that the easement request has been
disapproved.
- Inform the requestor that the easement may be resubmitted,
allowing for new conditions.

- Go to step 1.

If approved: |
Executive vice president

Administration and Finance |
- Sign the easement request and return it to URED for
processing.

| URED |
- Arrange for recording the document with Maricopa County.
- Send copies to requestor.
- Maintain a copy of the document in the department
records.
