All university capital and noncapital projects involving remodeling, renovation or construction projects, and repair services provided by Facilities Management

Policy

[horizontal rule]

Projects may be proposed involving remodeling, renovation, and/or construction of new facilities. These projects may vary in size and scope from a few hundred dollars to millions of dollars, and they may vary by the source of funds. Policy varies for projects that fall into different categories, including:

  1. All capital projects with an estimated total project cost of $5 million or more for renovation or infrastructure projects, or $10 million or more for new construction or information technology projects.

    These projects shall be brought to the Arizona Board of Regents’ (ABOR) Capital and Project Finance Committee for approval, regardless of funding sources or financing structure. Non-information technology projects requiring approval shall be submitted to the Arizona Board of Regents (ABOR) for Capital Development Plan approval.

  2. Projects with a total cost of less than $5 million to be funded by the requesting unit.

    This category is further subdivided into projects that will be constructed in-house by Facilities Management and projects that will be constructed through a contract with an independent contractor. Facilities Management (FM)/Capital Programs Management Group (CPMG) will determine when an independent design consultant and contractor are required. The costs for these services will be included in the project approval document.
